National Lottery Age Restrictions
- Eligibility: All National Lottery players must be 18 years or older.
- Sales Regulations: Anyone selling National Lottery products must also be over 18 unless they are pre-authorized or assisted by someone who is 18 or older.
- ID Verification: It’s your responsibility to request ID during National Lottery purchases.
Acceptable Forms of ID:
- Passport
- Photo driving license
- Military ID card
Proxy Selling Risks
Proxy selling—selling tickets or Scratchcards to someone who is purchasing on behalf of a minor—is a breach of your Retailer Agreement. If found facilitating a proxy sale, your terminal could be removed.
If you see someone under 18 attempting to buy National Lottery products, you must stop the transaction immediately.
Selling National Lottery Products: Key Steps

Training: Ensure all staff understand the guidelines and complete training via the online Retail Training Centre (www.tnlpartnerstraining.co.uk) or your store’s training process.

Record Keeping: Use the Refusals Register to document customer interactions.

Signage: Make sure Healthy Play and 18+ signage is clearly visible to all customers.
Additional Reminders
- All staff should know that National Lottery products are restricted to those 18 and older.
- Staff must confidently provide GamCare information to customers.
- Ensure all staff have read this leaflet and completed the online Retail Training Centre modules (available from February 2024).
- Staff aged 16-18 must be trained and authorized by you to sell without supervision, or must be assisted by someone over 18.
- Keep the Refusals Register in a secure, accessible location and update it as needed.
