The plan by the Welsh Assembly Government to introduce a charge for single-use carrier bags continues to cause concern as the deadline for implementation approaches.
The government plans to introduce a 7p charge per bag in stores by March 2011 with the proceeds, minus administration charge, being donated to the charity of the retailer's choice.
A document outlining the scheme proposed a £100 fine for small businesses and up to a £500 fine for large businesses that fail to comply with the new legislation. In its final submission to the Welsh Assembly Government, Association of Convenience Stores chief executive James Lowman said that the short amount of time retailers have to adjust to the charge would cause "chaos and confusion" and recommended delaying the implementation until October 2011.
Mike Skerrett of Spar Dolwyddelan in North Wales called the scheme "pointless". "It's a knee-jerk reaction by people who don't understand retail. Retailers haven't been informed properly and the scheme is riddled with anomalies," he said.
